Whatever the motive for maintaining a bilingual household, linguists emphasize that parents must understand the long-term commitment it requires. That includes having clear goals.

“You must have specific ideas about what you want your child to be able to do in both languages,” says Ms. Myles.

Parents must devise strategies for achieving their goals, she adds. And they must be consistent, using a particular language at a certain time, with a certain person, or in specific situations. Myles also advises parents to avoid mixing languages, so children will hear each tongue in a pure form.

Mae ’na rywbeth trist a doniol am yr erthygl hon am ffair Cyfeillion yr Iaith Saesneg yn Angola. Cymerwch y ddau baragraff isod:

The fair, which takes place since 1999, aims at exchanging and divulging Angolan socio-cultural reality with the English community through the exhibition of plastic arts, literature, music, dance and pictures, that illustrate the touristic potentialities of those countries that will participate at the event.

The Club of English Language’s Friends was founded in 1996 and aims at promoting the teaching and speaking of Shakespeare’s language in Angola.

Linguistics: Modelling the dynamics of language death – erthygl sy’n swnio yn ddiddorol yn y Nature newydd, ond yn anffodus dw i ddim yn gallu fforddio y $18 i lawrlwythio.

Thousands of the world’s languages are vanishing at an alarming rate, with 90% of them being expected to disappear with the current generation. Here we develop a simple model of language competition that explains historical data on the decline of Welsh, Scottish Gaelic, Quechua (the most common surviving indigenous language in the Americas) and other endangered languages. A linguistic parameter that quantifies the threat of language extinction can be derived from the model and may be useful in the design and evaluation of language-preservation programmes.

The decline in Welsh speakers will bottom out by 2020; Gaelic speakers in Sutherland are less than a tenth of what they were 120 years ago; and Quechua in Peru will be wiped out by 2030, they suggest.

The key to Welsh’s survivability lies in government help: street signs in Welsh, TV and radio programming, language courses for adults and the compulsory learning of Welsh for all children up to the age of 16.

In other words, prestige is vital.

In general it can be said that the Welsh aspire to language maintenance and to arrest the decline of the language in the Welsh speaking heartland, that is to say northern and western Wales rather than to any more ambitious plans to go on the offensive and reestablish the language in parts of Wales where it has died out. It remains to be seen how successful this fairly conservative policy will be since the situation of the Welsh language today is more serious than many realise. Only about 6% of Welsh children are still being raised in Welsh even though about 20%-25% of the population can be considered Welsh speaking.
