Gweledigaeth y Ffabiaid Cwsg

A Language Policy for Wales gan Roger Warren Evans, Cymdeithas Ffabiaid Cymru. Ro’n i’n meddwl oedd y Ffabiaid yn rhywfath o cutting edge o fewn Plaid Lafur? Mae hyn yn llawn o iaith adweithiol, yn enwedig pan mae’n sîn am yr angen am dwy safon swyddogol i ieithoedd Cymru: iaith swyddogol (sef Saesneg, natch) ac iaith traddodiadol (hen iaith y capel a’r noson lawen, wedi cadw yn saff yn ei lle). Mae’r resymeg tu ôl i’r awgrymiad Victoriaidd hwn yn wneud plaid Ceidwadol y blynyddoedd duon Thatcher yn swnio fel radicaliaid ieithyddol:

  • Place names should be designated in either the official or the traditional language, but no other.  Every place should be accorded one name and one name only, whichever the language of choice. The choice of
    language should be a matter for decision by the most relevant local authority:
    Cardiff City Council should decide on the naming of Cardiff (either Cardiff
    or Caerdydd, but not both).  For Dinas Powis, the relevant
    Authority would be the Dinas Powis Community Council. 
  • Public facilities could, at the discretion of the relevant authority, also be designated in either language – cemetery or mynwent, school or ysgol, church or eglwys, museum or amgueddfa.
  • Public Documents: In the case of specific public documents (whether bearing coercive force or merely advisory) the State should always, if properly requested by a citizen to do so, make them available in the traditional language, as well as the official language.  There should be no requirement that all
    public documentation should be made available in the traditional language
    (unless of course the mother-tongue principle were engaged).  And the State should have the residual power to determine a request to be vexatious or otherwise without proper foundation.
  • Active support should be given by the State for the cultivation of the traditional language, both within the educational system and otherwise. In Wales, education authorities should make many more facilities available for residents seeking to learn Welsh.

For example, it is a dangerous and destructive feature of Welsh highway signage that operational instructions are conveyed in both English and Welsh, thus running the risk of confused perceptions in an environment where highway safety should be the prime concern.

“Confused perceptions”?

The fifteen-minute track two – “KO Your Eunuch Tendencies” – sounds like some kids tied a feeding-back guitar on to a playground swing, imagined it was a dork they loved to bully, and then pushed it backíníforth till this poor unfortunate falls on his face in the mud. Then some Islamic wailer calls the faithful to prayer over this gibbit/swing affair and a riff-from-Paddington-Rail-disaster seeps out of the speakers, and proceeds to foul the carpets and furniture covers of your room. It wonít matter to you, though, as your leaden prone body is just deadweight in this situation – by the time your shamanic other is back from the flight, itíll only be your prissy Roman self whoís left to clean up the mess.

The wars over bilingual education have had a bitter, symbolic quality. Each side has invested the issue with a meaning the other can barely comprehend. To most Mexican-American parents and children, bilingual education is merely a way of learning English; to Hispanic activists, it is a symbol that they are at last taking their place in the sun. But to many other Americans, it sounds like a threat not to assimilate.
