Ideally, you should be able to hand your translators finished HTML pages. They should know how to translate every snippet of text, including the <TITLE> of each page, metatags, ALT texts, and any text inside an HTML tag, including TABLE, the Hx series of heading tags, and everything else. In effect, they need to be qualified Web authors as well as translators.

…which languages do you update first? Or do you update none of them until all languages have been translated? (The latter is the better way, unless you want foreign-language speakers to get the impression they aren’t wanted on the voyage.)
